Online is now the growth engine

Online casino is the fastest-growing segment of US gaming and is still live in only seven states. In Pennsylvania and New Jersey, online casino revenue overtook land-based casino revenue for the first time in 2025. Where the door is open, the money walks through it. In Europe, where online has been legal longer, 39% of all gambling revenue is now online and 58% of that online revenue comes from mobile.

What this means for a community owner

The audience is the asset.

Loyalty programs are the moat in online gaming; Caesars cites more than 65 million rewards members as the core of its omnichannel strategy. You already hold the equivalent for your property. And every dollar that stays local funds the community that holds it.

The window is open.

Seven states live, more in legislation, and the first movers in each market set the habits. Owners who launch early own the relationship before a national brand does.

The cost of waiting is the build.

Building a platform, a games catalogue and compliance plumbing takes years and capital. A joint venture puts you live in under 30 days with the platform, catalogue and compliance plumbing off your balance sheet.
